Anita has over 35 years of Government Service.  She served as a Contract Specialist (CS) and Contracting Officer (CO) at USDA Agriculture Research Service and Social Security Administration for almost 18 years.  She joined HHS as a Small Business Specialist in 2007 and currently supports the Centers for Medicare and Medicaid Services (CMS) and the National Institute on Drug Abuse (NIDA) at National Institute of Health (NIH). She also supported HRSA, PSC/OAMS, NIH NHLBI and FDA during her 17 years at HHS.

Brian has been with CMS for over 20 years, with all of that time spent working on the pre-award and/or post-award side of contracting. He has assisted CMS with its efforts to implement the Coordination of Benefits Contractor (now known as the Benefits Coordination & Recovery Center) and the legislative shift from Legacy Medicare Contractors to the Medicare Administrative Contractors required by the Medicare Modernization Act. For the past 2.5 years, he has led the efforts to manage CPI’s $1 billion annual budget as well as oversee acquisition activity for Groups within CPI that need contracting expertise.

Jean D. Moody-Williams, RN, MPP, is the current Deputy Center Director for the Center for Clinical Standards and Quality (CCSQ) at the Centers for Medicare & Medicare Services (CMS). She has served under multiple administrations in the Senior Executive Service (SES) Corp. She currently is a part of a leadership team responsible for one of CMS’ Centers that has nearly 800 employees and a $3 billion annual budget. She is responsible for leading quality improvement, value-based purchasing, delivery system reform, and kidney health activities. She is also responsible for the execution of inspections for thousands of the nation’s healthcare providers to ensure compliance with health and safety requirements for over 90 million people. She works to ensure better healthcare, healthier populations, and smarter spending of healthcare dollars. More recently, she served on the CCSQ Coronavirus Integrated Project Team, in response to the pandemic, to prevent and mitigate the transmission of COVID-19 for more than 18 different healthcare settings.

Prior to joining CMS, Ms. Moody-Williams served as an executive at a number of state and private entities working to improve care for patients and families including, the Maryland Health Care Commission (MHCC), the National Resource Center for Health Policy and Strategies, Quality Improvement Organizations, and a health care system in Dallas. She is a faculty member at the University of Pennsylvania, School of Nursing working to prepare the next generation of leaders in healthcare transformation.

Jean has devoted her entire professional career to improving the care provided to patients and supporting families, leading many of the patient and family engagement efforts at CMS in order to bring the voice of the patient to the forefront of policy and program decisions. She is the author of a textbook for healthcare providers entitled, A Journey towards Patient-Centered Healthcare Quality Patients, Families and Caregivers, Voices of Transformation. She is also the author of the book entitled, Transitions, Trust and Triumph: A Daily Devotion for Caregivers, which provides inspiration, encouragement and resources for those caring for a loved one or that recently lost a loved ones.

She is a recipient of the Samuel J. Heyman Service to America Medal awarded by the Partnership for Public Service and was recognized as the Federal Employee of the Year. Ms. Moody-Williams is also the recipient of the 2016 President of the United States Meritorious Rank Award and the 2018 President of the United States Distinguished Service Rank Award. The Presidential awards are one of the highest given to Senior Executives that have demonstrated unparalleled leadership skills and a strong dedication to achieving tangible results. She is also the recipient of the 2020 CMS Executive of the Year awarded by the CMS Administrator for leadership and the 2023 Secretary of Health and Human Services Commendation for Outstanding Service during the public health emergency.

She received her Bachelor of Science in Nursing from Hampton University and a Master of Public Policy and Management from the University of Maryland, College Park.

Todd Couts is the Deputy Director of the Business Services Group in the Centers for Medicare & Medicaid Services (CMS) Innovation Center. He leads technology, data, and operational initiatives for innovative models. Todd also held key roles in other CMS programs such as the Health Insurance Marketplace, ICD-10, and CMS’s meaningful use implementation. Prior to CMS, Todd spent 19 years in the private sector as a consultant at Noblis, Ernst and Young, and Arthur Andersen. Todd earned a BS and MS from the University of Virginia.

Dr. Letson is a professor of Surgery, Radiology and Orthopedics at the University of South Florida. He currently serves as the Senior Physician Executive of the Moffitt Medical Group. Prior to his current position, Dr. Letson served as the Chair of the Sarcoma Department and Chair of the Graduate Medical Education program.

Dr. Letson received his medical degree and completed an orthopedic residency at Louisiana State University in New Orleans. He also completed a fellowship in Musculoskeletal Tumor Surgery at Harvard Medical School in Boston.

Dr. Letson has extensive clinical experience in the areas of pediatric and adult limb salvage in both bone and soft tissue tumors. His clinical interests have a strong scientific focus in the development of tumor prosthesis. He is the lead designer of the Stryker orthopedic oncology system and holds 8 US patents for implant design.

Dr. Letson has a reputation as a leader in medical education and lectures nationally and inter-nationally on this topic. He has started multiple educational courses world wide in medical education and leads a course at the University of Oxford. Founder of the Florida Keys musculoskeletal oncology review course and it is in its 20th year. He teaches annual musculoskeletal oncology review courses in Oxford England, Venice Italy, Hong Kong.

He is the founder of the USF orthopedic residency and Moffitt Cancer Center orthopedic oncology fellowship. He is also the founder of the graduate medical education office and the first chair of graduate medical education at Moffitt Cancer Center. Dr. Letson is also the founder of the National Pediatric Cancer Foundation. This organization has Immunotherapy and molecular laboratories for the development of novel compounds for the treatment of bone and soft tissue sarcomas. They have clinical trials open through out the nation.

He is an active member of the American Academy of Orthopedic Surgeons (AAOS), the American Orthopedic Association (AOA), the Musculoskeletal Tumor Society (MTST), the Connective Tissue Oncology Society (CTOS), the Children’s Oncology Group (COG), the International Society of Limb Salvage (ISOLS) and the National Academy of Inventors (NAI). He previously served on the board of directors of the National Comprehensive Cancer Network (NCCN) and has served on the editorial board of several orthopaedic journals, including the Journal of the National Comprehensive Cancer Network and the Cancer Control Journal

Dr. John Peabody is a global health expert. His career focuses on measuring and improving the quality of clinical care. Professor Peabody’s work spans clinical care delivery, health economics and health policy with an emphasis on poor and vulnerable populations. In this capacity, he has worked for WHO, the World Bank, the ADB, RAND, the US and governments in Low & Middle Income Countries (LMICs), the private sector including biotechnology and his own company. He is a long-established Professor at the University of California, San Francisco and Los Angeles.

In 2012, John started QURE Healthcare, a 15-million dollar company, that he successfully sold 10 years later in 2021. As part of the sale, John retained the rights to use the simulated patient software platform to improve care in LMICs. With the sale proceeds, he and his wife co-founded Peabody Health Philanthropies (PHP). Today, over 30,000 providers have used the simulated patients, known as EQIS in LMICs, work that has led to lives saved, lives improved and tens of millions of dollars in lower costs to patients and providers around the world.

Professor Peabody has contributed more than 200 articles, books, and abstracts to the peer-review literature on a variety of subjects notably documented quality improvement and the economic benefits of standardizing clinical practice. Dr. Peabody is a board-certified internist and, in 1999, he was elected a fellow of the American College of Physicians. After graduating from Stanford University, Dr. Peabody received his MD from UCSF, his diploma in tropical medicine and hygiene (DTM&H) from the University of London, and his Master of Philosophy and his PhD in public policy (health economics) from the RAND Graduate School.

Before founding RELI Group, Mr. Elias held various senior project management roles in the private sector, supporting the Centers for Medicare & Medicaid Services (CMS) for a decade and managing teams of up to 50 subject matter experts on CMS IT health initiatives. He holds strong business domain knowledge of Medicare and Medicaid, healthcare IT, property and casualty insurance, life insurance, and health insurance. Mr. Elias is an active leader in the professional association community and continues to actively serve the missions of local charitable and industry organizations, including  through his personal foundation, the Elias & Sultana Foundation. Mr. Elias received his MBA in Management Information System from Drake University and his bachelor’s degree in computer information systems from St. Cloud State University.

Douglas F. Kelly Jr. is a seasoned executive with over two decades of experience in both public and private sectors, specializing in federal health and IT services. Kelly’s career spans leadership roles at top consulting firms, including NTT Data, Booz Allen Hamilton, KPMG and Accenture, where he has consistently delivered results in business development, P&L management and client engagement. With an International MBA from the University of South Carolina and a BA in History from the University of North Carolina, Kelly brings a global perspective to his work, having operated across American, European and Asian markets. Based in the Washington DC metro area, Kelly is known for his strategic acumen and ability to foster client relationships, as evidenced by numerous delivery excellence awards and successful market entries. His leadership style emphasizes client engagement, team collaboration and organic growth, making him a respected figure in the federal health and IT sectors.
